Skin lightening creams have long been coveted by those who wish to correct an array of skin problems, from unattractive blemishes and age spots to discolorations in pigmentation. Skin lighteners are also frequently desired by those whose cultures perceive lighter skin as a mark of beauty.

Earlier this week, however, the Food and Drug Administration proposed a ban on over-the-counter skin lightening creams, prompting protests from skin care experts and dermatologists across the country.

FDA Concerns

According to the FDA, skin lighteners contain a potentially harmful ingredient known as hydroquinone. The agency cites studies conducted on mice, which suggest that the drug is a possible human carcinogen, or cancer-causing agent.

The FDA also cites older studies linking hydroquinone creams "“ even those containing as little as two percent -- to the development of a skin condition marked by yellow bumps, grayish spots, and an overall thickening and darkening of the skin.

Skin lightening products sold over-the-counter in the United States can contain as much as two percent hydroquinone compared with prescription creams, which can contain as much as four percent.

Controversy Erupts

Such creams are particularly popular in the U.S., with more than 200 skin lightening products from approximately 65 companies currently on the market. The proposed ban on these highly sought after products has caused consternation among many professionals.

"Hydroquinone is the gold standard of treatment for pigmentation problems. Millions of Americans use it without effect,"? said Philadelphia dermatologist, Dr. Susan Taylor.

Most individuals who use hydroquinone products, say experts, do so in order to eliminate unsightly blemishes. If the FDA ban goes into effect, these products will be unavailable for general use.
